What happens after Election Day but before Franklin County's results are certified?

Nov. 14, 2022, 2:02 p.m.: The ballot machine final tapes include an image of each filled out write-in vote and the Franklin County Electoral Board members examine those images – not the entire ballots. Individual voters are not assigned a unique number by which they can be identified. And, after determining which provisional ballots were cast by eligible voters, the board members mix up the eligible ballots so they don’t know which one belongs to which provisional voter.
