In an interview on Thursday, Del. Luke Torian, D-Prince William, who heads the House Appropriations Committee, said: "Everything we're doing in our budget is progressive and meeting the needs of others. It's not backwards."

Earlier this year, Gov. Glenn Youngkin made it a priority to ban the sale of Virginia farmland to any foreign government or person classified by the U.S. Secretary of Commerce as a foreign adversary.
