“I am pleased that the court has found Gov. Youngkin acted illegally,” said state Senate Majority Leader Scott Surovell, D-Fairfax. “Unfortunately, it cost us over $200 million of funds that could have been appropriated in the past two years to protect against flood damage like what just happened in Southwest Virginia.”
