Even an old friend couldn't get a straight answer from Virginia Gov. Glenn Youngkin about whether he is interested in becoming president of the United States.

The Virginia Senate elected new leaders on Wednesday for both the Democratic majority and Republican minority. It also began educating 17 newly elected members on the state budget and underlying policy challenges the new General Assembly will face in January.

More than six months overdue, Virginia legislators finally passed a budget — with $1.1 billion in tax relief, including one-time rebates; and bolstering education funding and money for mental health resources.
