Henrico County officials on Wednesday issued a countywide boil advisory, part of a widening water outage since a weather-related electricity problem caused the Richmond reservoir system to fail, crippling the region's drinking water network and disrupting businesses, schools and other operations. At Richmond International Airport, 45 portable toilets have been put into place outside the terminal.
