The Richmond water crisis has changed the schedule for Wednesday’s opening of the General Assembly session and postponed Gov. Glenn Youngkin’s State of the Commonwealth address until Monday.
Sen. Bill Stanley, R-Franklin County, sponsored the legislation to remove the medical malpractice cap in cases involving young children.
